Ukrainian President Volodymyr Zelensky Declares Absence of Clear Defense Guarantee from Partner Nations
Ukrainian President Volodymyr Zelensky says European allies have failed to provide sound guarantees that they will protect his country in the case of a future Russian attack.
"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on Wednesday.
These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which included some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be deployed.
Partner nations suggested that the United States would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
The Russian government has not yet commented on the announcement made in the French capital.
President Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukrainian territory.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the foreseeable future".
He added: "It paves the way for the legal framework under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."
Zelensky hailed that accord as a "significant leap of progress".
A day later, however, he seemed more cautious.
"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would defend Ukraine.
"But as long as we don't have such security guarantees - formally ratified, supported by parliaments, backed by the U.S. Congress - this question cannot be answered. And should they materialize, you must ultimately depend primarily on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also notable owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
One envoy stated the allies "largely finished" their work on agreeing security protocols.
Recently, the President indicated a peace deal was "ninety percent complete".
Territorial concessions and security guarantees have been at the center of outstanding matters for diplomats.
The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could redeploy its forces to an agreed point - but provided that Russia reciprocated the action.
Moscow now holds about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions form the Donbas industrial heartland.
It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.
Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
